On Wednesday, November 12, 2025, at approximately 5:39 a.m., Southeast Division Patrol officers responded to the 1200 block of Hillburn Drive regarding a shooting call. The preliminary investigation determined that the suspect involved had known gang affiliation. The officers at the scene requested the Dallas Police Department Gang Unit to assist with the investigation.
According to the investigation, the suspect, Luis Antonio Flores approached the two victims and demand their property at gunpoint. Flores assaulted both victims when they refused to give him their property. Before leaving the location, Flores shot one of the victims.
Members of the Gang Unit and the Gang Unit’s FBI Task Force Officer (TFO) responded to the hospital to interview the victims. They were both able to positively identify the suspect based on his tattoos. Additionally, they confirmed that the Flores was known from a prior offense.
The Gang Unit’s FBI TFO investigation led to the filing of two Aggravated Robbery warrants. It was also discovered that the Flores had an active arrest warrant for a Family Violence assault.
On the morning of Saturday, November 15, 2025, Southeast – CRT officers became aware of the warrants and developed a plan to locate the suspect. At approximately 9:00 a.m., officers were able to locate Flores walking on Norvell Drive carrying a black backpack.
As a marked police vehicle approached, Flores discarded the backpack onto the front yard area of a residence on Norvell Drive and attempted to hide behind parked vehicles near the driveway. Officers made contact with Flores and were able to take him into custody. A handgun and drugs were recovered as the result of the arrest.
Flores is being charged with Unlawful Possession of a Firearm by a Felon, Manufacture and Delivery of 7.9 grams of Methamphetamine, Manufacture and Delivery of 3.7 grams of Heroin and resisting arrest. Flores was transported to the Gang Unit, where he was interviewed by the Gang Unit Detective and was subsequently booked into Lew Sterrett Justice Center.
Flores is a known violent offender with a lengthy criminal history, including prior confinements for violent felony offenses and felony drug possession charges. His criminal convictions include Robbery, Manufacture and Delivery of a Controlled Substance PG 1 (>=4.0 grams < 200.0 grams), and Aggravated Assault with a Deadly Weapon, for which he received a nine-year sentence in 2016.

The arrest and the seizure of the firearm and illegal narcotics enhance the quality of life for our citizens and strengthen their trust and confidence in the Dallas Police Department.” said Major Andre Taylor
