USDOT Updates Pipeline Safety for Gulf Name Change

The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) today published a Final Rule revising the U.S. Pipeline Safety Regulations to replace references to the “Gulf of Mexico” with “Gulf of America,” in accordance with Executive Order 14172 issued in January 2025.

The Final Rule applies to Subpart D of Title 49 of the Code of Federal Regulations and amends references in Parts 191, 192, and 195.

“The Department of Transportation is proud to lead on President Trump’s historic order to champion our national language, and hegemony,” said U.S. Transportation Secretary Sean P. Duffy. “The FAA has already updated pilot charts to reflect the renaming of the gulf to fit this body of water’s largest territorial power. This latest rule ensures our unleashing American energy agenda carries that title forward.'”

President Donald J. Trump’s Executive Order 14172, titled “Restoring Names that Honor American Greatness,” directs the name change in official federal usage. The Final Rule does not impose any new requirements on regulated entities in the private sector or non-federal agencies.
