Tampa Police

TAMPA, FL. (August 18, 2025) – – The Tampa Police Department has charged a 38-year-old man following a series of events that included an hours-long standoff. Ryan Haley (white male, 4/3/1987) is now facing two counts of Aggravated Assault with a Deadly Weapon and one count of Burglary of an Occupied Dwelling.

“The responding officers applied their de-escalation and negotiation training with great skill during a lengthy standoff, prioritizing the safety of not only the community, but also the subject himself,” said Chief Lee Bercaw. “Their expertise ensured a peaceful resolution to a very dangerous situation. Our department is committed to making Tampa a safe place, and this incident is a testament to the effectiveness of that training.”

Haley, who had been in a prior relationship with the victim, entered her home in the 100 block of W. Giddens Ave. without permission. He left after the victim and her companion ordered him to leave.

Approximately 30 minutes later, Haley located the two at a nearby restaurant. He approached their vehicle, brandishing a gun and jumping on the hood while yelling obscenities.

Haley pointed the gun at them, causing them to fear for their lives. As the victims attempted to drive away, Haley slid off the car and ran to his own vehicle. Thankfully, the occupants of the vehicle were not injured and were able to get to safety.

When officers attempted to stop Haley in the 4700 block of W. Estrella Ave., he made suicidal threats, which led to an hours-long standoff. The standoff concluded without further incident, and he was taken into custody.

Haley was transported to Orient Road Jail.
