A suspect charged in the fatal shooting of a man at 9400 Concourse about 4:35 a.m. on October 15, 2016 has been arrested.
The suspect, Keven Xavier Rios, 26, is charged with capital murder in the 487th Criminal District Court. A booking photo of Rios is attached to this news release.
The victim is identified as James Fleming Bowman, 73.
HPD Homicide Division Detective J. Caten reported:
The victim, Mr. Bowman, was in his vehicle when an armed suspect approached and tried to remove him from the vehicle. It’s believed there was a physical altercation and Mr. Bowman was shot.
Investigators identified the suspect as Rios. On Thursday (November 13), members of the U.S. Marshals Gulf Coast Violent Offenders Task Force arrested Rios in Freeport, TX and he was subsequently charged and booked into the Harris County jail.
