Second Suspect Nabbed in 2025 Orebo St. Shooting

Charges have been filed against a second suspect arrested in the fatal shooting of a man at 8003 Orebo Street about 10:30 p.m. on November 21, 2025.

Kennell Parker, 22, is charged with murder and aggravated assault with a deadly weapon in the 488th Criminal District Court. He is the second suspect charged in this case. Laderrick Dwayne Dixon Jr., 21 is charged with murder and aggravated assault with a deadly weapon in the 177th Criminal District Court. The victim is identified as Kevin Fowler, 23.

HPD Homicide Division Detectives A. Finlay and B. Stephens reported:

HPD patrol officers responded to a shooting call at the above address and found Mr. Fowler with a gunshot wound inside his vehicle. Houston Fire Department Paramedics transported him to HCA Houston Healthcare Northwest where doctors pronounced him deceased on November 24.

Investigators learned the two suspects went to a short-term rental property to look for Dixon’s girlfriend. Unknown to the suspects, the rental had 2 units and they went to the wrong unit and made contact with Fowler. Believing the victim may have been involved in a relationship with the suspect’s girlfriend, the suspects fired at the victim’s vehicle as he was leaving the rental property. The victim was struck. Three other people inside the vehicle were not injured.

Further investigation identified Dixon as one of the suspects. He was already in the Harris County jail on unrelated charges and was subsequently charged for his role in this incident. Additional investigation identified Parker as the second suspect. He was arrested in New Orleans, Louisiana at the scene of an unrelated homicide being investigated by the New Orleans Police Department. He has since been transported to the Harris County Jail where he remains.

Investigators believe there may be more victims of crimes related to either of these two suspects and encourage anyone with information to contact the HPD Homicide Division.
