Police Shooting on 2600 W Jefferson Blvd

This marks the sixth officer-involved shooting investigated by the Dallas Police Department in 2026.

These details are based on the preliminary investigation and may change as more information is confirmed.

On Sunday, March 22, 2026, at approximately 2:07 a.m., Dallas Police officers were investigating a vehicle crash at the intersection of Jefferson Boulevard and Plymouth Road when they heard gunshots in the parking lot of a business in the 2600 block of west Jefferson Boulevard. Surveillance video shows two unknown men outside the business interacting and firing guns in the air at different times. One of the men gets into the driver’s seat of a gray pickup, and the other into the rear passenger seat of a black sedan. Hearing the nearby gunfire, the officers ran from the crash towards the parking lot and observed a black sedan driving away. A passenger pointed a gun out of the black car and fired toward the officers. The officers returned fire while additional gunshots were fired from the car as it drove east on Jefferson Boulevard. Bystanders in the parking lot alerted officers to the gray pickup involved in the shooting. The officers attempted to stop the truck, but it sped away from the scene.

At this time, it is not believed that anyone was hit by gunfire. As the investigation continued, the suspects were identified as 42-year-old Frank Williams and 20-year-old Antonio Hernandez Rivera. Williams was determined to be the driver of the pickup truck and charged with one count of Deadly Conduct. Hernandez Rivera was determined to be the suspect seen firing from the black sedan towards the officers and charged with two counts Aggravated Assault against a Public Servant. Both suspects are in custody. During the investigation, detectives recovered Hernandez Rivera’s black Glock 17 that was used to shoot at the officers.



To ensure transparency, the Department is releasing relevant portions of the body-worn camera and surveillance video so the public can see what occurred.

This incident is being investigated by the Dallas Police Department Special Investigations Unit, which investigates all officer-involved shootings. The Dallas County District Attorney’s Office will conduct an independent investigation, as required in all officer-involved shootings. The Office of Community Police Oversight has been briefed on the incident.

This remains an active and ongoing investigation. Information may change as forensic evidence, witness statements, and additional videos are reviewed.
