The Metropolitan Police Department announces the arrest in a shooting that occurred in Northeast.
On Sunday, November 23, 2025, at approximately 1:40 p.m., Fourth District officers responded to the 5700 block of 2nd Street, Northeast for a report of a shooting. During a physical altercation, the suspect discharged his firearm striking the victim. The adult female victim was transported to a local hospital for non-life-threatening injuries.
On Friday, March 27, 2026, pursuant to a DC Superior Court arrest warrant members of the Capital Area Regional Fugitive Task Force (CARFTF) arrested 34-year-old James Allen Payne of Northeast, D.C. for Assault with a Dangerous Weapon (Gun).
