On January 14, 2026, the Dallas Police Homeless Outreach Team (HOT Team) and Northeast Patrol conducted a joint operation to secure multiple vacant apartment units in the 9600 block of Forest Lane.
Investigation revealed that a known suspect had returned to the complex after being formally trespassed, changed locks on the units, and was illegally charging people to stay there.
During the operation, officers simultaneously cleared 11 units and successfully took the main suspect into custody without incident. William Reed, 50, was arrested and charged with Criminal Trespass, a Class B misdemeanor. Jasmine Landrum, 41, was also found at the scene and attempted to conceal a glass pipe on her person. She was arrested and charged with Criminal Trespass, Possession of Drug Paraphernalia, a Class C misdemeanor, and Tamper or Fabricate Physical Evidence with Intent to Impair, a third-degree felony. In addition to the glass pipe, officers recovered a large machete and a plastic fake firearm.
As the investigation concluded, officers remained on site while the property management secured the vacant units. Northeast Neighborhood Police Officers will also be working with the management to prevent similar issues in the future.
“We are finding innovative ways to work collaboratively across our department,” said Assistant Chief Richard Foy. “Combining the manpower from our patrol divisions with the resources of our HOT team allow us to be more creative in how we help intervene and prevent these types of nuisance crimes.”
